Dozens of internal reports from what had been the city’s main daytime and evening waiting rooms, which thousands of migrants ed through while waiting for a shelter placement, show people freezing, fighting, and pushed to the brink.

The city was housing migrants in a former factory building along the Gowanus Canal.
