Officer Wayne Isaacs was criminally charged but acquitted of murder in the off-duty shooting of Delrawn Small. After years of litigation, the city’s Civilian Complaint Review Board is pressing its case against him for violating department rules.

The board determined it had no jurisdiction to prosecute Kaz Daughtry last year because his new position was a civilian one. But he still wears a gun, despite being outside the NYPD’s uniformed ranks.
